We are all different people from different places with varying morals. If someone were to come up with some sort of police or guard force, then there needs to be some kind of general consensus to deal with whatever they may catch. If it wasn't a spectre who harmed Marius but a person, will everyone agree on how to deal with that person? Things like that.
... I've watched many before try to reestablish some semblance of society after the world turned to ruin. No one wanted to return corrupt politicians their seats. The people had more to gain from pure anarchy.
