... It can be basically summed up as a part of the Magisterium was looking to create a bomb of Dust to eradicate the angels on their way to eradicating Dust as a whole.

They experiment on children, believing it isn't too late for them to be free from sin. The quality and quantity of Dust seemed to be important as well... I believe they are trying to track the angels after some experiments on those that are similar in Dust quality as them.
